Many people make the mistake of assuming that Caucasians can speak English or that they are from English speaking countries.
To avoid awkward situations when trying to help someone who may seem lost or someone who may need help, speak Japanese first asking, "大丈夫ですか”. It is possible that the person may speak Japanese, but may only be contemplating something.
If the person(s), doesn't seem to understand, you may try in English next. Ask, "Do you need any help?" If the person can speak/understand English, you may now converse in English.
It is possible that the person may not understand English as well. At this point you have two options. The first is to say sorry, you can't help and leave. The second option, the better option, is to try to understand the situation and with the help of gestures and smartphone translators, you may be able to help the person.
